Gregory M. Rush has been selected to fill the position of Budget Director at Kentucky State University. He will begin his tenure with the university on July 1, 2015.  

“Keeping a firm grip on the university’s budget is instrumental to our growth and development. I am confident that with the experience and expertise Mr. Rush brings to the position, it will be very beneficial to the future of the university,” said KSU President Raymond M. Burse.

  Previously, Rush worked for the Kentucky Legislative Research Commission in Frankfort.  As Deputy Director, he was responsible for directing the LRC’s Office of Budget Review. He supervised 19 analysts and support staff responsible for analyzing, reviewing and preparing budgets for the executive, legislative and judicial branches of government.

  In addition, his other work experience includes service as a Legislative Fiscal Analyst, during which he was responsible for the analysis of postsecondary education funding for the Commonwealth of Kentucky. He reviewed administration and agency budget requests and provided analysis and informational support to the Kentucky General Assembly in developing the Commonwealth’s $1 billion postsecondary education budget. He monitored and evaluated compliance of postsecondary education agencies with statutory requirements related to funding, monitored adherence to appropriate accounting procedures and reported to the legislature. He has served as an Associate Commissioner, responsible for budget and administration for the Kentucky Department of Education. He has also supervised accounting, budgeting and facilities staff, developed budget plans and monitored financial performance.

  Rush’s extensive experience in budget and finance also includes his appointment as a Staff Assistant with the Kentucky Justice and Public Safety Cabinet. At Arizona State University, he was a Director of Auxiliary Business Services and an Assistant Director of Purchasing and Business Services.  He is also a certified public accountant.

  “KSU has an important mission in the Commonwealth. I’m excited to work with KSU to put it on sound financial footing,” Rush said.

  Among his priorities, Rush said his number-one goal is to first help the president with his plan to stabilize and move the university forward. “I think President Burse is a brilliant and decisive man, and I’m looking forward to working with him,” he said.

  Rush earned the Master of Business Administration and Bachelor of Science in Accounting degrees, both from the University of Kentucky.
