Proficiency Evaluation Plan

Consistent with 16 KAR 5:030 on Proficiency Evaluation, Kentucky State University (KSU) will provide an alternate means for recognizing competency and proficiency other than academic credit for those already holding a degree in a certifiable area or educators already holding initial certification.

KSU will conduct proficiency reviews for all approved teacher certification programs.


Items Considered:

When conducting a proficiency evaluation, the faculty may assess proficiency by considering:

  • Previous education
  • Comparable experience (i.e., professional activity of equivalent quality requiring similar skills and knowledge); or
  • Proficiency assessment at a level comparable to the usual requirements in the content area in which the educator is seeking certification.


Preliminary Review Process

The first step in the Proficiency Evaluation process is to submit documentation for a preliminary review (see below for more information).

  • Initial Certification: If the candidate would like to proceed with the Proficiency Evaluation, the following form will be submitted for inquiry for the Proficiency Evaluation program. (This applies to a candidate who does NOT already hold a teaching certificate.).
  • Additional Certification: If the candidate would like to proceed with the Proficiency Evaluation, the following form will be submitted for inquiry for the Proficiency Evaluation program. (This applies to a candidate who ALREADY hold a teaching certificate.).


Once the review has been completed, an email response will be sent indicating next steps.

Proficiency Evaluation Process

Upon approval to continue with the proficiency evaluation process, an email will be sent outlining the subsequent steps. 

In order to be considered for the semester, all necessary application documents, fees, and portfolio evidence must be submitted by the designated deadline.

The committee will notify the candidate of their decision by the specified date.

All provided information will undergo assessment to determine eligibility for the recommendation of the additional certification.

Following the review, if a candidate does not meet the requirements for certification recommendation, an Educator Learning Plan (ELP) will be created. The candidate will have a two-year period to fulfill the ELP. A letter will be provided to the candidate confirming employment eligibility. Upon receiving a confirmed job offer, the candidate must collaborate with the hiring district to submit a CA-TP form to the university. Subsequently, the university will endorse the candidate to EPSB for the issuance of a Proficiency Provisional Certificate.

Please note that all initial graduate candidates who are not currently employed must undergo student teaching. Special accommodations are available for initial graduate candidates who are teaching full-time with temporary provisional certification, allowing them to fulfill program requirements within their own classroom environment.
