Kentucky State University stands at a defining moment in its proud 140-year history.

Today, in partnership with the Kentucky General Assembly led by Senate President Robert Stivers and House Speaker David Osborne, Chairman Chris McDaniel introduced legislation that positions Kentucky State University for long-term strength, sustainability, and growth. This effort follows more than two years of collaboration, on-campus engagement, and strategic planning alongside the Kentucky Council on Postsecondary Education.

This is not a departure from who we are — it is an investment in who we will become.
 
A Stronger Future, Built Together

The proposed legislation outlines a five-year transition that will position Kentucky State University as a leading polytechnic institution, expanding career-aligned academic offerings while preserving the University’s historic mission as a public, research-comprehensive, Historically Black land-grant institution.

 Let me be clear:

  • The name of Kentucky State University will not change.
  • Our mission will not change.
  • Our commitment to students, faculty, staff, and the Commonwealth will only grow stronger.

 Instead, this plan strengthens our ability to deliver on that mission in a rapidly evolving higher education landscape.

Key Highlights of the Proposed Legislation

  • Expansion of polytechnic and workforce-aligned programs, alongside continued liberal arts offerings online
  • Continued investment in teacher education
  • Up to $50 million in asset preservation funding to continue modernizing campus infrastructure
  • Investment in expanded online learning to meet students where they are and transition to more polytechnic offerings
  • No reduction in base state funding, ensuring continued operational stability
  • Strengthened financial systems and accountability measures, including participation in the Commonwealth’s eMARS system
  • Oversight and partnership with the Council on Postsecondary Education, with regular reporting to ensure transparency and progress

This legislation also includes important operational and enrollment measures designed to support student success, financial responsibility, and institutional sustainability.

Addressing Financial Realities
As part of this transition, a declaration of financial exigency has been included to provide the University with the necessary flexibility to implement structural improvements responsibly and effectively.

We recognize that this language carries weight. However, it is also a tool that allows us to stabilize, strengthen, and move forward with purpose.

 In recent years, the University has:

  • Strengthened its financial position and accountability measures
  • Expanded academic offerings in high-demand fields including engineering and technology
  • Increased research activity and community impact through agriculture, aquaculture, and extension programs
  • Continued to serve as a vital economic and educational engine for the Commonwealth
From our agricultural research farms to our environmental education centers and our mobile health units, from our classrooms to communities across the Commonwealth, Kentucky State University continues to lead with impact.
