Parking Regulations

The Purpose of parking enforcement is to provide the University with control of parking facilities for valid decal/permit holders.

The University assumes no responsibility for the care or protection of any vehicle or its contents while it is parked on University property. The University also assumes no responsibility for the care or protection of any vehicle or its contents during removal or subsequent storage resulting from violations of these regulations.

Ignorance of or failure to receive a copy of the motor vehicle regulations is not an excuse for a violation or an appeal.

Failure of the University to strictly enforce any parking regulations shall not be construed as a waiver for the future enforcement of the regulations.

It is the policy of Kentucky State University not to discriminate against any individual in its educational programs, activities or employment on the basis of race, color, national origin, sex, disability, veteran status, age, religion, or martial status.

Faculty, staff and students are not permitted to obtain a visitors pass under no circumstances. You must come to Parking Enforcement to obtain a temporary permit. Failure to adhere to the rules may result in being ticketed.

Decal Eligibility

Parking privileges are determined by the type of permit. Areas for parking are indicated at entrances to parking areas by means of signs. In cases of conflicting parking information, signs will be the most recent and take precedence over conflicting parking map designations. Zones are as follows:

  • Faculty and Staff members displaying valid GOLD color decal/permit will park in designated areas with Faculty and Staff parking signs. Designated parking areas are as follows: Academic Service Building(ASB), Academic Annex, Alumni House, Betty White Health Center, Chappell Building, Coop-Extension, Exum, Jackson Hall, Jordan and Rosenwald. Reserved decal/permit is BLUE and VIP Administration and Regents decal/permit is PURPLE.
  • Adjunct Faculty and Part-time staff display GOLD decal/permits.
  • 2nd and 3rd shift Maintenance staff displays SILVER decal/permits.
  • NON-KSU Employees (Bookstore, Xerox, Food services and OEOD etc.) display MAROON decal/permit.
  • Commuter Students with valid GREEN decal/permit will park in designated green lots.
  • Residential Students with valid YELLOW decal/permit are ONLY allowed to park in yellow lots.
  • South Campus is an over flow parking area. Faculty and staff members displaying a RED decal/permit can only park in the South Campus lot. Farm Staff also use RED decal/permit.
  • Handicapped Parking Persons with disability must display a valid state issued permit. Any faculty, staff or students displaying a handicapped permit must also display a KSU Decal. The state issued permit must be registered with Parking Enforcement.
  • Student loading and unloading zone has been designated in close proximity to each student residence hall. All loading and unloading zones are for short term, 15 minutes or less. They will be enforced 24 hours a day or as times are posted. Violators are subject towing at their own expense.
  • Faculty, staff and students who drive a motorcycle on campus must register the motorcycle and purchase a decal.

 

Vehicle Registrations

All faculty/staff, students- including evening students parking a vehicle on University property is required to have a decal/permit regardless of the time of day you park. Exceptions-athletic games, special events, etc…

The registration of a motor vehicle does not guarantee a parking space on the main campus. To purchase a current year decal/permit all traffic fines and fees on faculty/staff or students account MUST be paid before a decal can be issued . All vehicle decals and permits expire on July 31.

All students, including graduate assistants may not use a faculty/staff decal. Full-time faculty/staff, who are also students, full or part-time must obtain a faculty/staff decal. The use of such a permit will be considered fraudulent registration and will be treated accordingly.

The following identification must be presented when registering vehicle:

  • current vehicle registration
  • valid driver’s license
  • current proof of insurance

Decal/Permit Placements

To be valid the permit must be displayed from the rear view mirror and must be clearly visible and facing outward. A permit must not be altered or defaced. A parking decal/permit is not considered valid unless it is displayed correctly on the vehicle, otherwise it will be treated as an unregistered vehicle.

Replacement of lost/stolen decal

To receive a replacement decal you must complete a lost/stolen form and a new registration card. The cost of the replacement decal is $10.00. The forms are located at the University Police Department.

Parking Regulations

It is not possible to mark with signs all areas of the university property where parking is prohibited. However, the following guidelines are enforced 24 hours a day. It is illegal to:

  • Park in the President’s lot
  • Park in Reserved areas
  • Park in loading and unloading areas
  • Park in service entrances, or construction areas
  • Park on the grass, sidewalks, crosswalks
  • Park in parking lot driveways or straddle lanes
  • Park adjacent to or over yellow lines or curbs
  • Park in lanes marked for fire hydrants
  • Park in roadway traffic

Every vehicle must be parked between two lines or space markers on a paved lot. The fact that one vehicle is parked to occupy more than one space is not acceptable excuse for another operator to do the same. Vehicles are not permitted in areas or spaces closed by the use of barricades, traffic cones, or other traffic devices. Vehicles parked in Restricted area or parked in Handicapped space without state decal are subject to being towed.

Individuals may not perform vehicle maintenance on University property other than to make minor repairs. Permits will not be issued for vehicles that are not considered operational. If issued, such permit may be revoked immediately upon discovery.

Due to construction and parking area maintenance, vehicles must be removed from Kentucky State University property during periods when the University is not in session. For example, vehicles may not remain over the summer when the student is not enrolled. Permission to leave vehicles over break periods must be obtained from Parking Enforcement. Vehicles that must be moved for any reason will be towed at the owner’s expense.

After Hours Parking

Students are not allowed to park on faculty lots before 4:00 pm. Commuter students can park in any lot (excluding President’s lot and yellow lots) between 4:00 pm and 7:00 am for valid decal/permit holders.

Yellow lots are reserved for resident students 24hours a day Monday thru Friday.

Faculty/staff are not allowed to park on any students’ lot.

Driver Responsibility

The responsibility of finding an authorized parking space rests with the driver. Lack of a parking space, mechanical problem, inclement weather conditions or other disabilities are not considered valid excuses for violation of traffic and parking regulations.

The individual who registers for the permit will be responsible for parking violation by any vehicle bearing the decal/permit. A decal/permit holder is responsible for the immediate return of any permit in their possession to Parking Enforcement upon termination of employment or withdrawal from school.

Fraudulent Registration

The use or possession of a decal/permit that was lost, stolen, altered, or obtained from any source other than the University Police Department is considered fraudulent registration. Fraudulent registration of a motor vehicle will result in a $100 Assessment.

Parking Violations/ Towing

The registered owner of a motor vehicle at KSU is responsible for any violations involving the registered vehicle. Operators are responsible for all violations of Kentucky Revised statutes.

Individuals who receive 5 or more parking tickets and/or moving violations during the vehicle registration period could lose their parking privileges for the remainder of that academic year.

A charge for towing will be assessed and storage per day fee charge will also be assessed at the owner’s expense. If a tow truck has been called and the owner arrives prior to the tow truck’s arrival or after vehicle has been hooked up to the tow truck, there will be a $25 cash service call. If owner refuses or cannot pay, the vehicle will be towed. A towing charge is in addition to any parking violation cited on the ticket.

If your vehicle has been impounded, the following documents are needed to retrieve your vehicle:

  • Proof of insurance
  • Vehicle registration
  • Valid driver license

Payments

All fines and fees are charged to your University account and must be paid at the Bursar’s Office located on the third floor of Academic Service Building (ASB) between the hours of 8:30 a.m. – 3:30 p.m. Monday through Friday.

Parking Ticket Appeals

How to File an Appeal

  • You must pay all outstanding and or delinquent citations.
  • Submit the appeal to Parking Enforcement within 14 days of the date the vehicle was cited.
  • Describe the facts of the matter. List the circumstances, when, where, how and why it occurred. Attach copies of any relevant documents.
  • Do not include any criticism of the parking regulations in your appeal. Remember, the issue in your appeal is not whether the Parking Regulation are fair, but whether you violated those regulations
  • Attach pink copy of ticket and paid receipt to the Citation Appeal Form.

Appeal forms can be obtained from Parking Enforcement. Any appeal that does not have all the required documents will not be considered for an appeal and will be returned to you.

The Appeal Committee will evaluate the written appeal and render a decision in accordance with the parking regulations. A lost citation, forgetfulness, parking only for a short period, failure to display parking permit or displaying it incorrectly, or just because someone else did it are unacceptable grounds for an appeal.

The decision of the Parking Appeal Committee is final.
